ATAL MISSION FOR REJUVENATION AND URBAN TRANSFORMATION (AMRUT)
Atal Mission for Rejuvenation and Urban Transformation (AMRUT) is a centrally sponsored scheme launched on 25/06/2015 by the Prime Minister of India. The mission advocates that infrastructure creation should directly link to provision of better services to the people. Therefore the purpose of the mission is to
i) ensure that every household has access to a tap with assured supply of water and a sewerage connection;
ii) increase the amenity value of cities by developing greenery & well maintained open spaces, ie parks, and
iii) reduce pollution by switching to public transport or constructing facilities for non-motorised transport, ie, walking and cycling. Two towns for Nagaland ie, Dimapur and Kohima town are selected as per the guidelines of the mission.

Uniqueness of the Mission
AMRUT has made states equal partners in planning and implementation of projects by approval of State Annual Action Plan (SAAP) once a year by MoUD and sate have to give project sanctions and approval at their end, therefore, actualization of cooperative federalism. Unlike the earlier mission, AMRUT has shifted from penalization to incentivization of implementing urban reforms for good governance. The mission has designed a gradual step by step process for achieving service level benchmarks after universal coverage of water supply and sewerage.
The mission is based on the principle of implementation in the form of partnership between the centre and the state/ ULBs.
State Level Mission Progress:
The State High Power Steering Committee (SHPSC) headed by Chief Secretary and State Level Technical Committee (SLTC) have been constituted. The State Annual Action Plan (SAAP) for 2015-16 has been prepared based on the Service Level Improvement Plans (SLIPs) submitted by the local bodies. As per the latest direction from the Ministry, the Revised SAAP has been prepared on the funding pattern of 90 : 10 (Central : State), which is worked out to Rs. 35.95 crores (Central : 31.48, State: Rs. 3.50 crores for the financial year 2015-16 and is under submission to the ministry for appraisal and approval of the Apex Committee.
