Sarva Shiksha Abhiyan (SSA)

Sarva Shiksha Abhiyan is an effort to universalize elementary education by community-ownership of the school system. It is a response to the demand for quality basic education all over the country. The SSA programme is also an attempt to provide an opportunity for improving human capabilities to all children, through provision of community-owned quality education in a mission mode.

Prior to the formal launching of SSA in Nagaland on 4th July 2003, the Nagaland Communitisation of Public Institutions and Services Act, 2002 was legislated. It was enacted in recognition of the expediency to provide empowerment to the community by delegating powers and functions of the State Government to the local authorities by way of community participation in matters connected with the management of local public utilities, public services and other functions of the State Government relating to welfare of the community.

 

Elementary Education was one of the first sectors to be Communitized and the aims and objectives as brought out in the Nagaland Commission of Elementary Educational Institutions and Services Rules 2002 are very akin to that of SarvaShikshaAbhiyan and their programs complemented and blended very comprehensively.

 

SSA in Nagaland seeks to provide quality elementary education including life skills with special focus on girl’s education and children with special needs. The programme seeks to open new schools in those habitations which do not have schooling facilities and strengthen existing school infrastructure through provision of additional class rooms, toilets, drinking water, maintenance grant and school improvement grants etc. Major activities undertaken during 2015-16 are as below.

 

A)  Unified District Information System for Education (UDISE)

“One Day  Sensitization cum workshop” on UDISE 2015-16 (Unified District Information System for Education) for State & District level functionaries (SSA, RMSA &DoSE) was organized by State Mission Authority, SarvaShikshaAbhiyan on 28th August 2015 at SMA Conference hall.

The main objective of the programme was to orient different levels of  project functionaries on various lapses & gaps on implementation of UDISE.

Shri. Gregory Thejawelie, State Mission Director, SSA stretched on the importance of the Educational statistics maintained by SSA under UDISE which was used for formulation of  Annual Works Plan & Budget by SSA, RMSA, DoSE for MDM etc.

State MIS, Shri. I. AkumAier (SSA) as Key Resource Person sensitized on filling up of the UDISE data capture formats which was to be collected as on 30th September every year and also highlighted on various issues that needed strengthening and areas to improve the data quality in coordination with RMSA for Secondary & Hr. Secondary during the implementation of UDISE 2015-16 in which had direct impact on State Educational Indicators. The Programme concluded through Shri. ThekielieKeditsu, Deputy Mission Director/PIO, SSA acknowledging the efforts contributed by all the SSA district level functionaries and requested to further continue the same in order to achieve the Universalization of Elementary Education.

 

B)  Kasturba Gandhi BalikaVidyalaya (KGBV)

11 KGBVs hostel are running in the four district of Nagaland- Kiphire, Longleng, Mon and Tuensang. 11 KGBVs hostel has been established in 11 Educationally Backward block to enhance the female literacy rate. List of the KGBV centre with name of the implementing NGOs are as below.

Altogether 1100 girls mostly from the BPL families are enrolled in these hostels. Each hostel has enrolled 100 girls each. Preference is given to girls belonging to BPL families who are residing in distant places and to the orphans and single parent girl child. In case of too many applicants the implementing NGOs work out quota system. Each KGBV covered approximately 10-15 villages.

i)Extracurricular, skill development and other initiative undertaken to enhance the confidence level of the girls:

1.Skill Development– traditional and non-traditional

Vocational skills of the girls both traditional and non-traditional are taught.  Among the traditional skills – weaving, pottery, and bead work and the non-traditional skills such as knitting, flower making, cutting and tailoring are imparted.

 2.Working towards holistic development of the girls

Recognizing the importance of holistic development of the girls the NGOs are trying to achieve this through institutionalized systems of organizing sports and games, cultural activities, self-defence/martial arts, exposure visits, picnics, annual days and celebration of important days. One well trained vocational teacher is engaged to impart basic vocational trainings to the KGBV girls.

ii) Health records maintained and general health status of the girls:

Keeping in touch with the Community Health Center, Medical officer from the health Department were invited every month to examine the health of the girls as many are unaware of the basic health care, lesson on health & hygiene were taught to the kasturba girls from time to time. Health report card of every individual girl is maintained. 

In order to attract girl student towards schooling and complete elementary schooling -A school bag with a message –“come to school” was distibuted to all resident girls.

In a similar manner, T-shirt with the theme “My right to Education” was distributed to all resident girls. The main idea is also to disseminate “Right to education Act” where all children up to 14 years have the right to obtain education at his /her nearest locality.

Self Help Group (S.H.G), Church and women Society in the villages takes the initiative to teach the girls like vocational skill, entrepreneur, seminar, orientation, etc. District Administrative visit the centre and provide suggestion to improve.

iii) Supervision and monitoring on all activities including academic and finance were carried out by the District Mission Authority & Educational Block Resource Centre (EBRC) Coordinators and report is submitted to the State Mission Authority (SMA). Time to time the KGBVs centre is monitor by the State.

Out of nine (9) KGBVs hostel which was sanctioned in 2009-10, construction of 3 (Three) KGBV centre were completed and the children’s were shifted to new building and the remaining 6 (six) building is under progress.
