Shri Zhaleo Rio received his early education from Baptist English School, Kohima, passed matriculation from Government High School, Kohima in 1970, did his Pre-university from St. Joseph’s College, Darjeeling 1971, and obtained Bachelor degree in Arts from St.Joesph’s College, Darjeeling 1974. He is married to Smt. Neilhounuo Rio with 3 sons and 3 daughters.

Served as Station superintendent, Nagaland State Transport in the year 1978; EAC (NCS) in 1982; SDO (Civil) in 1987; ADC in 1991; Project Director in SRDA in 1993; DC Kohima District in 2003; Additional Secretary in PWD (work & housing) 2006; Secretary in PHE & Fisheries Department 2007; Commissioner & Secretary PHE & Fisheries Department in 2012 and proceeded on voluntary retirement from service W.e.f January 2013.

He is involved in various social activities; General Secretary IAS Association of Nagaland in the year 2009-2013; Vice President Nagaland Civil Service Association (NCSA) 1994-95; General Secretary NCSA 1996-97; President Northern Angami Sports Association( NASA) 1998-99; Vice President Nagaland Badminton Association 2000-2004; President Nagaland basketball Association 2001-till date; Patron & Founding Member of Nagaland Lawn tennis Association 1989; Patron & Founding Member of Nagaland Amateur Snooker & Billiard Association 2006; Chief patron of reflorescene Society, Nagaland 2003-2005; Convenor Tuophema Village council Advisory Board 1989-2011;President hetuophezou Dzevi Krotho 1995-2013 having jurisdiction over Tuophema, Botsa, Tuophe Phezou Village and Tuophema Kohima Union under Kohima district and Razhaphe, razhaphe Basa Village and Tuophema Dimapur Union under Dimapur district.

Some of the achievements/activities worth mentioning are; Assaulted Mount Saramati at the age of 52 years. Resigned voluntarily from the Membership in the 12th NLA on January 2018 in response to the public call for solution before election to the protracted Naga Political issue and as per resolution passed by the NLA on 15th December 2017, urging the Government of India to resolve the Naga Political issue before 2018 State General Election.

Elected to the 12th Nagaland Legislative Assembly from NPF ticket from 5 Ghaspani-II 2013-2018 and subsequently appointed as Parliamentary Secretary for Urban Development on March 5th 2013; re-elected from the same constituency to the 13th Nagaland Legislative Assembly from Nationalist Democratic Progressive Party (NDPP) ticket and appointed as Dy.Speaker on 26 March 2018.
