- Functions of the Assembly Secretariate

 The Nagaland Legislative Assembly Secretariat, besides providing secretarial assistance in Legislative functioning of the Hon’ble Speaker, caters to the multifarious requirements of the Members of Legislative Assembly with a view to rendering them timely assistance in the discharge of their functions. The Legislative Secretariat also takes care of the welfare of the Members and Ex-Members.

The business of the Nagaland Legislative Assembly is conducted according to the Rules of Procedure & conduct of business of the Nagaland Legislative Assembly and directions issued there under by the Speaker from time to time. The primary function of the Nagaland Legislative Assembly is to make laws for self governing in a democratic manner by the people themselves. The service conditions of employees of Nagaland Legislative Assembly Secretariat is governed under the Nagaland Legislative Assembly Secretariat (Recruitment & conditions of Service) Rules, 1999 (1st Amendment Rules 2005 incorporated).

The duties and functions of the various Officers in the Secretariat are assigned by the    Commissioner & Secretary keeping in view the expertise & knowledge of the Officers. The files are moved to the Commissioner & Secretary through the concerned Branch Officers for final decision. Financial matters, expenditure sanction, decision-taking rest with the Commissioner & Secretary. All administrative & financial sanctions are issued in the name of the Speaker and all cases beyond the competence of the Commissioner & Secretary are put to the Speaker for approval.

Administrative matters are dealt with as per provision of various Government Acts, Rules & regulation adopted by this Secretariat from time-to-time. The Business of the State Legislative Assembly is conducted in accordance with the Rule of Procedure & Conduct of Business of Nagaland Legislative Assembly.
