Necessity for Registration ?

No person shall drive any Motor Vehicle and no owner of Motor Vehicle shall cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is Registered in accordance with Chapter 4,section 39 of IMV Act 1988.

Registration where to be made ?

Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registering Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.

REGISTRATION

The registration procedure includes the vehicle to be inspected physically by Inspecting Authority at zonal office for its particulars and followed by registration. [CLICK TO EXPAND OR COLLAPSE]
An application for registration of a Motor Vehicle shall be made in Form 20 to the Registering Authority within a period of 7 days from the date of delivery of such vehicle excluding the period of journey and shall be accompanied by:
  • Sales certificate in Form 21*.
  • Road worthiness certificate in Form 22* from the manufacturers ( Form 22A* from the Body builder).
  • Valid Insurance Certificate.
  • Proof of Address(Ration Card, Electricity Bill,.....).
  • Design approval copy of STA in case Trailer or Semi Trailer.
  • Original Sales Certificate from the concerned Authorities in Form 21 in the case of Ex _Army Vehicle.
  • Pollution Under control Certificate.
  • Customs Clearance Certificate in the case of Imported Vehicles.
  • Appropriate Fee as specified in Rule 81 of CMV Rules.
  • Form 34 duly signed by owner and the Attested copy (by Gazetted Officer) of the G.I.R. no./Pan no. financier in case vehicle is bought on Hypothecation

    REGISTRATION RENEWAL

    As per rules registration of any private vehicle is done for a maximum period of 15 yrs. and after completion of 15 yrs every registered owner is required to get his vehicle re-registered from the same transport office where it is already registered [CLICK TO EXPAND OR COLLAPSE]

    An application for Renewal of Certificate of Registration shall be made in Form 25 not more than 60 days before the date of its expiry, by paying the appropriate fee as specified in Rule 81 of the Central Motor Vehicle Rules 1989, to the Registering Authority in whose Jurisdiction the vehicle is.

  • Proof for the payment of up-to-date road tax paid.
  • Attested copy (by Gazetted Officer) of insurance certificate.
  • Attested copy (by Gazetted Officer) of pollution under control certificate.
  • Attested copy (by Gazetted Officer) of address proof.
  • Payment of tax dues if any.
  • Prescribed fee.
  • DUPLICATE REGISTRATION

    An application for Issue of duplicate Certificate of Registration shall be made in Form 26. If covered by Finance / Hire Purchase / Lease with the signatures of the Financier on Form 26 in duplicate, duly paying the appropriate fee as specified in Rule 81 of the Central Motor Vehicle Rules 1989, to the Registering Authority in whose Jurisdiction the vehicle is.     Any registered owner can apply for a duplicate registration certificate in case the original one is either lost or mutilated after submitting following documents :
  • Application on form 26 (in duplicate and with the endorsement from the financier of Hypothecated).
  • Original copy of the F.I.R/N.C.R.
  • Attested copy (by Gazetted Officer) of valid insurance policy.
  • Attested copy (by Gazetted Officer) of pollution under control certificate.
  • Attested copy (by Gazetted Officer) of address proof.
  • Prescribed fee.
  • Challan clearance from traffic police & Enforcement wing Transport Department.
  • Tax clearance from Accounts Department in commercial vehicles.
  • Note: Attested copy means photo copy attested by MLA/ Nigam Parshad/ Gazetted officer/ notary public.

    TRANSFER OF OWNERSHIP

    The transfer of ownership of a vehicle is to be applied in the concerned zonal office where vehicle is already registered and following are the documents to be submitted :- [CLICK TO EXPAND OR COLLAPSE]
  • Registration certificate in original
  • Form no.29 duly filled in duplicate (attested one copy)
  • Form no.30 duly filled in duplicate
  • Attested copy of valid insurance certificate
  • Attested copy of address proof of buyer
  • Attested copy of valid Pollution Under Control Certificate
  • Prescribed fee
  • Note: Attested copy means photo copy attested by MLA/ Nigam Parshad/ Gazetted officer/ notary public For commercial vehicles in addition to above
  • Permit surrender slip for S.T.A.
  • Challan clearance from Traffic Police & Enforcement branch of the Transport Dept. are required.
  • Tax clearance report from Accounts.
  • Copy of Valid Fitness certificate.
  • NO OBJECTION CERTIFICATE

    If a registered owner of a vehicle intends to take his vehicle to some other state & get the same re-registered there, can apply for NOC on prescribed form-28.The following are the required / formalities to be completed. [CLICK TO EXPAND OR COLLAPSE]
  • Application on form 28 (in Quadruplicate)
  • Attested copy of the registration certificate.
  • Evidence of payment of road tax up-to-date.
  • Or no road tax dues certificate from the tax-collection authority.
  • Valid PUC/ Valid Insurance.
  • What is the procedure of re-registration of motor vehicles brought to Delhi from other states ?

    If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:

  • Other state registration certificate in original.
  • Form 28 (NOC in duplicate)
  • Form 27.
  • Form 20.
  • Attested copy (by Gazetted Officer) of address proof.
  • Attested copy (by Gazetted Officer) of valid insurance.
  • Attested copy (by Gazetted Officer) of pollution under control certificate.
  • Challan clearance from traffic police or enforcement wing of transport dept. On case of commercial vehicle only.
  • Fitness certificate issued by the board of inspect.
  • Road tax (as applicable)
  • Prescribed fee for registration.
  • Note : Such registration of vehicle are subject to clearance from National Crime Record Bureau. The Transport Department arranges the clearance certificate themselves.

    CHANGE IN RESIDENCE

    An application for recording of change in residence in the Certificate of Registration of a Motor Vehicle shall be made by the owner of the vehicle in Form 33. duly paying the appropriate fee of Rs. 20/- [CLICK TO EXPAND OR COLLAPSE]

  • ASSIGNMENT OF NEW REGISTRATION MARK ON REMOVAL OF VEHICLE TO ANOTHER STATE

    Section 47 of M.V. Act 1988 provides for assignment of new registration mark on removal of vehicle to another state.

    The application for assignment of new registration mark to a motor vehicle shall be made in Form 27 of CMV rules along with N.O.C specified under Section 48 of M.V Act 1988 issued in Form 28 of CMV rules 1989.

    Time of 12 months is provided for re-assignment of a vehicle under Section 47 of M.V. Act.

  • ENDORSEMENT OF HIRE-PURCHASE AGREEMENT

    An application for making an entry of Hire-Purchase, Lease or Hypothecation agreement in the Certificate of Registration of a Motor Vehicle shall be made in Form 34, duly signed by the Registered owner of the Vehicle and the Financier [CLICK TO EXPAND OR COLLAPSE]

    If a vehicle is purchased on loan from a financier the same could be endorsed in the registration certificate when the loan is repaid and following are the documents required :
  • Registration certificate in original
  • Form no.34 duly filled (for endorsement of Hypothecation).
  • Form no. 35 duly filled (for deletion of Hypothecation)
  • A certificate from financier for having retained full dues from the financier (for deletion case only)
  • Attested copy (by Gazetted Officer) of valid insurance.
  • Attested copy (by Gazetted Officer) of address proof of the registered owner.
  • Attested copy (by Gazetted Officer) of valid pollution under control certificate.
